I believe the hydrogen car depends too strongly on infrastructure for tax break programs.

You need stations that can supply the hydrogen in usable form. Compressed isn't going to work and liquid is dangerous. I have seen speculations where it is dissolved in some kind of matrix. But all this needs to be in place before anyone can just drive a car and get the tax advantage.
