Entropy Tax--to stop pollution of Earth

Could a type of "enthropy tax" be levied on major economic countries that have such an excessive use of natural resources resulting in dangerous levels of pollution, countries like the U.S.? Of course, such a tax would have to be indexed according to income averages and GNP. The resulting money from such a tax, could be used for developing new, non-polluting technologies and help developing, third-world countries in their war against diseases, starvation, overpopulation and general malaise.
This would required a tremendous level of sacrifice on the people such as the U.S. that probably could only be achieved by a type of global ethos or new ecology of the mind in which it wound seem that cooperation with the whole of humanity was upper most well established, a whole that combined an understanding of both science and religion in a form of a cosmic feeling. No longer would the past "reptilian brain" of "eat or be eaten", be in charge. Now we would join in a brotherhood of all peoples, working for the common good of all.
