NO POWER WITHOUT THE "WILL POWER"

There seems to be a situation where the political arms of the governments are twisted around so they should wind up "NOT SUPPORTING ALTERNATE MEANS OF POWER GENERATION" OR "ENERGY PRODUCTION".
S o I have to conclude with this:
"THERE CAN NOT BE ANY POWER WITHOUT THE WILL POWER TO CREATE IT?"
costs must be not considered at the beggining phases to try the alternative means of Energy Productions.INCENTIVES MUST BE THE RESULT OF " WILL POWER" just to do it !
