How to Overthrow the Government

Now that Califoria has called for the "overthrow of its government" by re-election of its governor because of so called "bankruptcy from excessive social programs like schools, health care, pollution control and child day care, etc. I wondering how this would apply to our federal government which appears to be in the same dire straights? Is Bush and the Republicans, next?
