Of course in this model the radiation is carrying off energy (and reducing the tendency to collapse?). Standard BH theory has the mass collapse to a singularity, true, but then it remains stable for a long time, until undone by Hawking Radiation or whatever. The event horizon forms as soon as the matter shrinks down inside the Schwartzschild radius, and most of what GR has to say about black holes turns out to be about the horizon.
