Yes, though in a model I've been working on its possible to have far more quantum information encoded then one would expect though. Generally speaking, no matter how you encode the information each instanton can hold only 1 ebit of information even if that information is vastly more complex than our everyday logic systems. As such, except under certain conditions, matter cannot simply reduce down to a singular instanton frame at all.
