You have to pay attention to what he's saying. He says correctly that the B field can't rotate about the axis. Then just for fun he says if it could the spin on the photon would double, from 1 to 2, and a spin 2 particle has to be a graviton.

Nowhere does he say or imply that there is any physical way for a photon to become a graviton He is just playing counterfactuals with the math to amuse you.
