It is not the nuclei of the cells that responds to magnetic fields but the nuclei of atoms. Those nuclei have spin and electric charge, and hence they are magnets. Under the imposed magnetic field they precess, which is an acceleration, and accelerated charges radiate EM radiation. This radiation is what is picked up by the NMR equipment.
