This could be seen as a symmetry, yes, but it is not one of the founding symmteries of physics. The key to physicists' understanding of symmetry is Noether's theorem. This says that if the Lagrangean for a physical system is invariant under some group of changes (symmetries), then a conserved quantity corresponding to that kind of symmetry will appear in the equations of motion derived from that Lagrangean.

Thus any Lagrangean in uniform 3-space is invariant under translations, rotations, and reparametrizations of time. This gives the respective conservation of momntum, angular momentum, and energy.
