I think the quantization of GR is going to go far beyond photons. It is still in progress.

Your mention of axiomitization raises a point. There is more than one way to axiomatize (non-gauge) quantum field theory, which would be mainly QED, "The theory of electrons and photons". The Wightman Axioms are one well known way.
