You are correct to say that photon mass is derived under usual theory.

But, I would assume that one could probably axiomatize it, with a few other conditions, and rederive most of GR.

Nature is the way it is, a certain level or redudancy or circular logic is perfectly acceptable assuming it matches experiment.
