Yes that formula requires both commutativity and the distributive law. But the development of Dirac's equation is done in classical relativity where those mathematical laws are valid. Only after the classical equation is obtained is it quantized by converting variables to states and operators. After quantisation, momentum no longer commutes with position, and energy no longer commutes with time.
