Russell took the paradox to mean that you couldn't just freely take sets of sets. He developeed a hierarchy in which things in one level could be members of the next level, and axioms prevented cross-level theorems. That eliminated the paradox, and that's what he and Whitehead used in their Principia Mathematica.
