Faster than c expansion

For the light to just be reaching us now, it has to have traveled at the speed of light for quite some time. But for it to have taken so long must mean that the universe expanded much faster than the speed of light for a long time. Otherwise the cosmic background radiation wouldn't still be coming toward us.
