What you have heard is wrong. The expansion of the universe does not make us or the galaxies move (though we all have small "proper motions"). The space between us expands, which makes us recede from each other without moving. And this expansion can be faster than life because it is not a speed.

So far the constancy of the speed of light is confirmed by tons of experiments and obeyed by all the standard physics theories.
