Electric current is the flow of charged particles through a medium.

This medium has a property called resistance, which is the interferance that opposes the flow of electricity. After the loss of electric potential, the current will deccelerate noticeably faster than it will accelerate with the addition of the same electric potential.

That is to say, because something is opposing the stream of electrons barreling down the tunnel then the stream will slow down faster than it speeds up.

Quantum mechanics deals with particles much smaller than the particles normally involved in electricity.
