Energy can be spread out, and only in its concentration do we say we have understood(BEC) or is it still uncertain?

That the bell curve lists the energy flunctuations(graph), and yet reveals a peak?

There has to be a value in the energy, for such proabilites to exist, and how would you determine that, in zeropoint flunctuations?
