Adaptation. Original, staff grows to fit the space available, illustrated by the numbers of bureaucrats in the Royal Navy which kept increasing in the 1920s even though the size of the navy was decreasing.

But the way I said it is true of every field I have ever encountered. The needs of the middling clever majority must be catered for, something new to work on, some new problem to solve.
