The quick answer to this is:
- around the Sun, it's a plasma, comprising ~75% H, ~25% He, and ~1-2% all other elements (more details below)
- the plasma density is low, better than most laboratory vacuums (more details below)
- the electromagnetic properties are the same as those of plasmas of equivalent composition, temperature, and density created in labs here on Earth (more details below)

A great many studies of the solar corona, the associated solar wind and 3D heliosphere have been made. An in situ experiment is being planned (the ESA's Solar Orbiter mission), so you have a window of opportunity to predict what the detailed chemical composition of the solar corona will be, consistent with your quantatitive analysis of photons as they pass the line of sight near the Sun and your belief that apparent displacements are due to factors other than gravitational influence.
