It requires more physics understanding, but it can be done. Even the landmark photoelectric effect (which was the origin of Einstein's photon and his Nobel Prize) has been done with waves. On the other hand the particle behavior is not just a fantasy. For radiation of X-ray and higher frequency, the "little bullet" does come close to describing what is seen. When you try to describe this high localization with "wave packets" you run into the problem that wave packets inherently spread, and single high energy photons don't.
