Scale back to 10m, add several separate (large) telescopes (collections of mirrors, basically), squirt all the light collected from the mirrors into a central lab, do lots of really cool things, and ... voila! you have a 'telescope' which provides a test of what you describe (10-100m? 10,000km? doesn't matter, modern detectors are good enough; 3-30ns is easy. There's also an optical SETI experiment just about ready to go live; in that 1 ns is a lifetime).

Oh, BTW, they solve some really knotty optical challenges besides, ... and are already planning the OWL.
