The photon expresses energy in two ways, through its momentum (in its particle form) and through wave frequency (in its wave form). Think of an instrument panel with four dials, one for energy, one for momentum, one for frequency and one for mass. And there's a knob to turn for energy. As you turn the knob to feed more energy to the photon the energy needle swings up, and the momentum and frequency needle swing up just exactly as fast. But the mass needle never stirs.
