It is based on starting from a "free" theory of just the particles or strings or whatever sitting by themselves alone in the universe. And that theory is easy to solve and has well defined solutions. But if you let your thingies interact with other thingies the math blows up. You can do that case. So you introduce just a little interaction into your free theory and expand the resulting effect in a power series in powers of the coupling constant. And that gives you an answer (as long as the series converges, at least for a few terms). But it means you are limited to dealing with lower energies, corresponding to the just little interaction you used.
