So they look for another origin. Some versions of cosmology feature "prmordial" black holes created, IIRC, by the vacuum phase change that accompanied inflation. They were supposed to be tiny. Other theories of cosmology, hopefully compatible with the first, posit quintessence, a universal scalar field (spin 0 particles) which is one explanation for the accelerated expansion of the universe discovered a couple of years ago. The paper supposes that the primordial black holes have spent the time since they originated in gobbling up quintessence and growing huge. They do some calculations to show the idea holds water.
