Blackhole's shrouded in the raw material for Star formation

This week's New Scientist has a neat page about blackhole's being the source of Star formation, and they feed on Quintessence.

The Story on page 13, relates to the authors of this new theory Rachel Bean and Joao Magueijo, their paper is in the link below.

Where have I heard this story before? I have a recollection :)
