The influx of matter would have to be as large and as fast as the resulting expansion of the event horizon. This will only happen during the creation event and will quickly stabilize after a very highly-damped vibration. Once the hole is formed the outward expansion grows slowly.
The above applies only to the singularity model of a black hole to which I do not subscribe.
