If there was matter falling into the BH it would spend some time faling toward the singularity. But every bit of matter would eventually get there. The falling matter might radiate, and the radiation might take a while to fall in too, so in the short run there might be matter and radiation in the cavity, but in the long run it should be empty of everything.
