Heisenberg Uncertainty Principle. He meant the protons classically can't approach each other because of the mutual repulsions of their positive electric charges, but due to uncertainty there is an amplitude for them to be close enough to fuse.

By the way, it seems to me this evidence for QM inside the core of the Sun definitely kills the Wigner "observer collapses the wave function". Who's watching those protons?
