In a black hole that results from star collapse, theory suggests the space between the singularity and the horizon (roughly, the center of a sphere and its surface) is a vacuum. Models of star collapse indicate that all the star's matter would wind up in the singularity. The horizon is not material but is a GR geometric effect.
