In the post back in Black Holes VI containing chapter 9 of my book, I attributed the creation of this universe to a primordial atom as was suggested a century ago. As of now, I see no way to produce such an atom at all, let alone inside a neutron star. This of course assumes that my calculations were good that the max. size of a neutron star can be about 4.1433E+12 solar masses, precluding the existence of further compressed states of matter. If I am wrong about this then all bets are off. A further compressed state of matter may allow the creation of such a primordial atom, which could then be produced inside a black hole.
