A megaparsec is a milion parsecs. A parsec is the measure of the distance at which the Earth's orbit would subtend 1 second of arc - hence parallax one second = parsec. In more familiar terms, a parsec is about 3.26 light years. So a megaparsec is 3,260,000 light years. The statement means that every megaparsec we look out, we see the unverse expanding at another 71 Km per second. Science magazine is written for scientists. If Time's editors want to understand it they should do their homework.
